The player in question is Perr Schuurs.
Italian outlet Tuttosport claimed at the beginning of July that Liverpool had submitted an opening £26m offer to sign Perr Schuurs this summer.
Links to Schuurs then died down, but a fresh update has now emerged.
Italian outlet Toro reported that Liverpool failed with an opening bid of £26m bid for Schuurs earlier this month.
However, Liverpool have not given up on signing the Torino defender during the current transfer window.
It is added that negotiations are ‘frozen’ at the moment, but Schuurs is unsure whether he will stay with Torino beyond the deadline.
Perr Schuurs is under contract with the Serie A side until 2026. He made 36 appearances during his debut campaign in Italy last time out, scoring one and assisting two.
