The player in question is Xavi Simons of Dutch outfit, PSV.
The youngster joined the Eredivisie side from PSG on a free transfer last summer.
Simons, who can operate as a no.10 and on both flanks, scored 22 and assisted 12 in 48 games this past season.
The forward has been linked to Arsenal in recent months, but interest from the Gunners looked to have died down somewhat this month as they focused on signing Kai Havertz, Declan Rice and Jurrin Timber.
Now, however, developments from the player have seemingly reignited rumours that Simons could end up joining Arsenal this summer.
According to the De Telegraaf journalist Jeroen Kapteijns, Simons has chosen an English agent last month and it indicates that the player is interested in a move to the Premier League.
Simons would be a solid rotation option for Arsenal, but they may struggle to afford him on top of the aforementioned trio already being targeted.
