Arthur is currently getting ready to leave Turin and fly to Liverpool to undergo his medical.
The deal is fully agreed upon following overnight talks between the Merseyside club and Juve.
The Brazilian joins Liverpool on a simple loan deal with no option to buy.
The 26-year-old started just 16 times in all competitions last season for Juve and is yet to appear this term.
Klopp will be hoping that the Brazilian can rediscover the form which made him look so impressive at Grêmio and Barça.
