The Blues are looking for competition for Reece James and another attacking option and they believe the 21-year-old fits the bill.
Everton are desperate to keep hold of him, however, the west London club’s second offer is close to matching their valuation of the player.

Chelsea have made a new £45 million offer for the winger, according to the Daily Mirror.
Thomas Tuchel’s side saw their heavily structured opening bid of £40 million immediately rejected.
But Chelsea’s latest offer is on the verge of matching the Toffees’ £50 million valuation and this one may be considered.

Meanwhile, from the player’s side, he has informed Frank Lampard that he wants to make the move.
He has asked for the Blues’ latest offer to at least be considered.
Chelsea have also offered him a very lucrative deal, along with the draw of Champions League football and being a central part of Tuchel’s plans.
Everton are aware of Gordon’s desire and may find it hard to stand in his way of a move to Stamford Bridge.
