Shauffele has already won two majors this year and is flying along nicely, recording seven birdies and just two bogeys.
Jon Rahm occupies fourth on -9, while world No.1 Scottie Scheffler remains on -6 and Matt Fitzpatrick is one back on -5.
Justin Rose won gold for Team GB back in 2016 and Fleetwood will be hoping to emulate that eight years later.
He won on this course during the French Open in 2017 and has played here during the Ryder Cup.
